Public Works Director
This position is a salaried, full-time opportunity for a seasoned Public Works professional who has management and leadership experience in water, wastewater, streets, and parks. Applicants are required to either have or can obtain a TCEQ Class B Surface Water license. Utilities Operator
This position is a full-time opportunity, and we are willing to train the right person. The Operator is responsible for operating and maintaining water and wastewater distribution systems. This includes monitoring equipment, conducting tests, and implementing necessary adjustments to ensure the production of high-quality drinking water. The operator also plays a role in emergency response and maintaining compliance with regulatory standards.

REQUEST FOR QUALIFICATIONS
The City of Winters plans to apply for the upcoming 2025-2026 Texas Community Development Fund from the Texas Community Development Block Grant (TxCDBG) Program of the Texas Department of Agriculture (TDA). These services are being solicited to assist the City/County in its application and administration of the TxCDBG contract, if awarded, to support water and wastewater system improvements. Accordingly, the City is seeking to contract with a qualified Professional Administrator or Service Provider (individual/firm) to prepare the application and/or administer the awarded contract. Submittals for these services shall be the City/County no later than 5 p.m. on Monday, August 19, 2024, which is at least ten (10) days after this publication and contact dates of RFP. The City reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
